“A new Partnership for European Security”

an EOS Conference organised in cooperation with the SDA

 

EOS is proud to celebrate its successful events of February 9th and 10th as a breakthrough for European security.”

 

The February 10th event achieved a remarkable number of high-level interventions to address Europe’s most urgent questions regarding its security framework. The conference built up on the conclusions of the High-Level Public-Private Security Roundtable organised by EOS the day before under the High Patronage of EU Commissioner Cecilia Malmström, where the latter’s conclusions were presented and discussed with a broader audience.  The success of the conference highlights the interest of all stakeholders in a better implementation of the EU’s approach to security and moved the discussion forward to considering actual implementation strategies and a better spending of resources. With these two events the European security sector has achieved a first milestone, with many more to come.

 

The Conference, held at the Bibliothèque Solvay in Brussels, and co-moderated by Luigi Rebuffi, Chief Executive Officer of EOS and Giles Merritt, Director of the SDA addressed the following topics:

  • A new European approach to security
  • Securing Europe's borders
  • Improving civil protection and disaster management
  • Making sense of cybersecurity preparedness and responses
  • Europe's transport security challenges

 

Questions addressed included: Europe’s patchwork of internal security forces and the fragmented deployment of security solutions exacerbate the security issues created by the rise of organised crime, international terrorism, and natural disasters. Are new European policies effectively reducing this fragmentation? What is the best way forward in terms of organisation and funding in light of the financial crisis?  Could a more integrated border management system be a cornerstone of a comprehensive European security policy? Does lack of interoperability of equipment and procedures stand in the way of resilience to disaster? What is the potential for increased intelligence-sharing with private stakeholders to improve responses and capabilities? Can comprehensive governance encompassing organisational, legal, tactical and educational strategies counter cyber-threats?
