Cybersecurity is a growing concern worldwide with cloud computing, smart grids, social networks, and Voice over IP telephony as key target domains. Europe’s interests, sensitivities, and commitment to liberal values in Cybersecurity and privacy are not necessarily aligned to those of other leading world actors.

Therefore, leaning back and expecting others to solve the problems is not likely to lead to optimal outcomes for Europe. However, for Europe to move to a pro-active role, it has to exercise its power potential by achieving a sufficient degree of coordination among Member States. In addition, Europe’s ability to influence how Cybersecurity and privacy issues are handled is also key to the competitiveness of European industries in the field. CAPITAL objective is to coordinate European R&D efforts in the cybersecurity domain within a comprehensive Research & Innovation Agenda.

CAPITAL was proposed by a strong consortium gathering nine representatives from leading Industries and Research Organisations, well positioned –in terms of networking, expertise and market outreach - in the cybersecurity domain. CAPITAL complemented the CYSPA project– started on October 2012, also coordinated by EOS – which aimed at defining an overall strategy and creating a community of solution providers, researchers and end-users to enhance the industrial community to protect itself from cyber-disruptions and support the European elaboration of regulations to enhance the overall protection level.

CAPITAL extended over 24 months and was supported by 9 representatives from Industry or Research communities, well implemented in the European Cybersecurity Research domain.

RESULTS

CAPITAL - Cybersecurity research Agenda for Privacy and Technology challenges - delivered an integrated research and innovation agenda for Cybersecurity and privacy guided by the knowledge and experience of its highly experienced and qualified consortium. This Research Agenda identified the major challenges and future trends, revealed research gaps, and identified and recommended detailed practical research approaches to address these gaps through strategies that are aligned to real-world needs.

The Agenda was delivered through an integrated approach:

  • An analysis of the state of the art, including a list of emerging areas of information technology, a State-of-practice and evolution of emerging areas of information technology, Identification of current and future threats and the identification of existing solutions per emerging areas of information technology,
  • An analysis of the research needs, including a gap analysis, a review of other research agendas, validated and discussed through open consultation, Defining an Innovation and Research Agenda with promising solution concepts to future problems
