FRONTEX: International Conferenceon Biometrics for Borders

FRONTEX is going to organise – next 9 and 10 October in Warsaw – a conference dedicated to the use of biometrics in the context of border control. This year’s thematic focus will be on morphing and its possible implications for border security. The conference seeks to support the objectives of the European Commission as outlined in the 2016 Action Plan to strengthen the European response to travel document fraud. Through the action plan the European Commission aims to strengthen R&D activities in the area of breeder documents and document verification, including addressing the issue of morphing, in the framework of the Horizon 2020 programme for Secure Societies 2018-2020.

In order to underline the importance of both technological innovations and possible abuse of technologies dealing with biometrics, an exhibition is planned as a side event on day 2 of the conference to connect end-users with technologies and to provide an informal networking environment for all stakeholders present.

The exhibition will go beyond the thematic focus of the conference and provide Industry showcasing new and existing technologies dealing with the use of advanced biometrics in the context of border control, and; Research community detailing relevant research projects focusing on the subversion/exploitation of biometrics and the development of associated tools and/or methods capable of detecting and/or defeating such attacks (or preventing them altogether).

The technology or project showcased does not need to have an actual application in current border controls, as long as speakers and exhibitors are able to showcase a technology or research project of potential relevance to the current or future border control domain. Topics may vary from solutions under development targeting morphing, to topics from the field of artificial intelligence/machine learning, for example deep-fake technologies (e.g. demonstrating biometrics vulnerabilities through reverse-engineering, methods of identifying editing/tampering, etc.), to name only a few.

Important deadlines: should you wish to exhibit during the conference, then please send  your offer to morphing@frontex.europa.eu  by 28 June 2019 (23:59 CET). You are kindly invited to include a description of the products/innovations you would like to showcase, as well as an estimation of the space required.

The received offers will be evaluated and selected based on their relevance to the theme of conference and in a way that ensures that different thematic areas are adequately represented. The outcome of the evaluation of the submitted offers will be announced no later than 12 July 2019.

Details on the venue as well as other logistical information will be sent only to participants who have successfully registered. No fees will be charged for registration and exhibiting space. Exhibitors will be asked to cover the costs of travel, their own accommodation and additional costs incurred in exhibit activities.

SafeCare Project Awareness Event

The SAFECARE project is researching a new form of security system for healthcare infrastructure that integrates both cyber and physical security into an overarching security infrastructure. Involving twenty-one partner organisations from 10 different countries, SAFECARE will be trialling a new, integrated security system at three European hospitals, after the development of the system has finished.

The Awareness Event will be an opportunity to discuss the technical aspects of the project and the underlying technologies, with a view to furthering the exploitation and uptake of the project. Also present will be representatives of other European projects in the security field who will also present their work and contribute their knowledge to the discussions. The event will be chaired by Olivier Theveneau, from the Assistance Publique – Hôpitaux de Marseille and coordinator of the project.

HERMENEUT Conference: Protecting intangible assets from cyber attacks

The HERMENEUT Consortium is pleased to invite you to our HERMENEUT Conference on Protecting Intangible Assets from Cyber Attacks.

Join us on Monday, 3 June for the last HERMENEUT project conference as we take a look back at the ptoject and evaluate and discuss cyber threats and the potential impacts these could have on the value of assets like reputation and intellectual property rights.

Cyber attacks can harm intangible assets like reputation and intellectual property rights (IPR). There is severe imbalance between the
efficiency of attacks and adequacy of defences, due in part to the lack of quantitative information for decision makers to optimise
security investments. The primary focus of the Hermeneut project has been to model the increasing cyber threats and the potential
impacts these could have on the value of these assets.

This conference will be an opportunity to hear from the international project teams, to discuss research and methodologies, and to hear presentations of their findings. The conference also includes presentations from economists, cyber security and behavioural experts, risk modellers and security specialists on the increased importance of the three main intangible assets categories - IP, value from personal data and economic competencies such as specialist skills and business models. The event will conclude with an opportunity to explore the decision support tool and discuss its application in two key industry sectors.

To register for the event, please do so via the event website here.

FRONTEX: Dialogue on Technology Foresight for Border Security

FRONTEX has recently published a new Invitation for Industry - Dialogue on Technology Foresight for Border Security. The Technology Foresight is one of the tools used by the Agency to regularly assess the future of technology and science. The overarching goal is the identification of technologies that may, in a medium or long-term perspective, impact the EU borders and the Border and Coast Guard community the most. It is aimed at the idea of capacity building, not simply forecasting.

In this spirit, Frontex is organizing a dialogue session with industry representatives who will present foresight methodologies/procedures they have developed and/or follow. In addition, invited industry representatives are expected to also briefly present areas of research or future technological concepts that have been identified through technology foresight as potentially having a significant impact on border security in the medium to long-term (5 – 20 years). It is important to note that only technological solutions at TRL 4 (technology validated in a lab environment) or below shall be presented or discussed during this future-oriented event because they are within the scope of our technology foresight.

This dialogue session will be an important step towards setting up a technology foresight component in support of the European Border and Coast Guard community. Accordingly, the Frontex Research and Innovation Unit is inviting industry to send their applications for this specific event to tech.foresight@frontex.europa.eu by 07 April 2019 at 18,00.

In your application, please include a short description of:

  • the experience of your company in Technology Foresight;
  • existing products/services (reports, studies, technical solutions, etc.) your company has already delivered based on Technology Foresight;
  • background/experience of the experts who would participate in this dialogue session.
The received applications will be evaluated based on their relevance to the theme of this dialogue session. Depending on the outcome of the evaluation of the submitted applications, which will be announced by 14 April 2019, and the interest of potential contributors, the event is envisaged to take place on 16 May 2019, in Warsaw, Poland (Frontex HQ). During the event, the selected entities will be allocated 30 minutes for their presentations. Based on the outcome of this first dialogue meeting we foresee the possibility of hosting a second Industry dialogue on Technology Foresight, depending on the level of interest from both the EBCG community and Industry.

eu-LISA: Industry Roundtable

On 24th April 2019, eu-LISA will host its next industry roundtable event with the support of the Romanian Presidency of the Council of the European Union in Bucharest, Romania.

The work of the Member State Working Group on Land and Sea Borders convened by eu-LISA under the Entry-Exit System Advisory Group will soon reach its conclusion, having elaborated substantial concepts on how expedited crossings of vehicles and pedestrians can be managed at the most challenging of the EU's external borders. The goal of the event will be to work towards concrete process and technology solutions that will be aligned with the concepts mentioned. Industry representatives will be asked to respond practically and propose workflow solutions, outlining their views on how consultation of large-scale IT systems, biometric sample enrolment and verification and other necessary steps can be efficiently accomplished in seamless workflows.

A dedicated registration page will go live in mid March. We will shortly outline how industry can volunteer to present solutions at the event.

We look forward to your participation.
